A Vancouver police officer now facing a misdemeanor assault charge held a stun gun to the exposed genitals of a 19-year-old man for 24 seconds and threatened to use it as they struggled outside a Walmart during a shoplifting investigation, court records say.

Officer Andrea Mendoza, 38, of Ridgefield had set off her Taser once into the back of 19-year-old Elijah Jaden Guffey-Prejean of Vancouver on May 21 while trying to arrest him for theft outside the Walmart on Northeast 104th Avenue, according to a probable cause affidavit and video released by police of the encounter.
